Assumptions and formula

The basic annuity is your high-3 average salary × your years of creditable service × 1%. If you are 62 or older with at least 20 years of service, the multiplier is 1.1%. Special-provision employees (law enforcement, firefighters, air traffic controllers) get 1.7% for the first 20 years and 1% after. Service counts in whole months, and unused sick leave adds to service for the amount but not for eligibility.

Eligibility follows OPM: an immediate annuity at 62 with 5 years, 60 with 20, or your minimum retirement age (55 to 57 by birth year) with 30; at the MRA with 10 to 29 years the annuity is reduced 5/12% for each month under 62. A full survivor benefit costs 10% and a partial one 5%. The FERS supplement, for unreduced immediate retirements before 62, is your Social Security estimate at 62 × FERS years ÷ 40, cut $1 for every $2 earned over $24,480. FERS cost-of-living increases are the CPI rise up to 2%, 2% for a rise of 2% to 3%, and the rise less 1% above that, from age 62 for regular retirees.

Worked example

Born in 1968 (minimum retirement age 56 and 8 months), retiring at 57 with 30 years and a $100,000 high-3: $30,000 a year, $27,000 after the full survivor benefit, $2,250 a month. With $2,000 a month of Social Security estimated at 62, the supplement adds $1,500 a month for five years. Leaving at 57 with 15 years instead would be an MRA+10 annuity cut 25%.

What does retiring at MRA+10 cost?

5% a year (5/12% a month) for every year you are under 62 when the annuity starts. At 57 with 15 years, a $15,000 annuity is cut 25% to $11,250 before the survivor reduction. Waiting until 60 with 20 years, or postponing the start, removes or reduces the cut.

How much is the FERS supplement?

Your estimated Social Security at 62 × your FERS years ÷ 40, paid from retirement to 62 if you retire on an unreduced immediate annuity. With $2,000 a month estimated and 30 years, it is $1,500 a month. Earnings over $24,480 a year cut it $1 for every $2.

Do FERS pensions get cost-of-living adjustments?

From 62 for most retirees, and at a reduced rate: the full CPI rise when it is 2% or less, 2% when it is between 2% and 3%, and the rise less 1% above 3%. A 2.8% rise gives FERS retirees 2%, while Social Security rises 2.8%.
